In view of this phrase being bandied about in recent threads, can there really be auch a thing? If so, what are the parameters

N.B. simply NAMING a club (even THAT one) isn't a sufficient definition.

Off the top of my head here's what I know about Reading:

An expensive but rather workaday town
The oldest football club south of the Thames
The holders of the EFL points record (106)
A club whose fans reacted as angrily as we would have done if Robert Maxwell had suggested to us that we merge with Norwich and call ourselves the Roydon Royals
A club that has consitently finished above us for quite some time

Doesn't add up to an explanation for me.

Reading, Hull, Wigan - just seems like a cocktail of random prejudice to me . If you were adding in other clubs who've not done much in their lifetime, say, since 1960, you could add umpteen clubs to that list - Plymouth for one, until May this year.

Wigan are always going to be someone's shadow up there, but the fans are as real as those of Bury, for instance. Don't see the need to put down ordinary town clubs serving ordinary folk like most of us.

If a club other than ours had stars on the shirt for trophies won more than 40 years ago we would call that tinpot. It is time we were rid of them.

It’s a club fans want to feel superior to. So Reading are tinpot for us, as they’re soulless. But for them someone like Oxford would be tin pot as they’re poor neighbours. We’re probably tin pot atm for most PL clubs.

It’s essentially a willy waving term for people with deep seated insecurities, which is why it’s so common a term on here

I agree with all that you say, except that some Clubs supporters, and some clubs don't act like that's what they actually are, they are the true tinpot ones.

No idea when I began here, was a very long time ago. Previously known as Spirit_of_81. Love cheese, hate the colour of it, this is why it requires some blue in it.

Appears to be a phase borrowed from the world of politics by football to describe a football club you look down upon as being inferior or unimportant by comparison to others.
