I disagree. There shouldn't have been any whipping. The practice of whipping is now contempt of parliament as much as Dom Cummings. Both main parties have deliberately sabotaged an admirable effort from "the sensible few" to find a workable consensus on a way forward. I can understand the gov.t whipping against the vote to have the votes - they knew they'd lose but probably had to whip for precedent's sake. After that passed it should have been a free-for-all. No-one with any political sense thought any of these motions would get a majority today. It was about identifying ideas that attracted the most support. 1. Ken Clarke's permanent Customs Union. 2. The first referendum said 'we want to leave'. It didn't answer 'how do we leave?' as we weren't even asked that. That's what a second referendum would give people the chance to look at, despite our politicians inability to articulate what that even looks like. Is this how you want to leave?
