The Upper tier is only partially shut for Spurs games, you could see on MOTD last Saturday that the back half of the upper tier was closed and the front half was open.... and there was loads of empty red seats in the upper tier when the players were lining up to shake hands. | |

There is a limit imposed by Brent Council as to how many matches can be played at Wembley's full capacity. So, when there is a likelihood of the crowd being no more than 50,000, the upper tier is closed and season ticket holders relocated. That way, the full league programme plus som e cup games can be accommodated at up to 90,000. | | | |
