So what you are saying is they would not strike first? Where they are pointing at any moment in time is fairly immaterial as they can be rotated before or even after launch I am sure! As for no-first-use policy, it was a Russian pledge up to 2000 but they now reserve the right to retaliate to large-scale conventional warfare with nuclear weapons. EDIT: besides which, how do you know whether the ones on board their nuclear submarines are pointing towards the US or not? [Post edited 6 Nov 2019 19:16]
