If you want to get a seriously good team in then it costs money.

I'm not justifying the payment.

You do need to look back to Gordon Brown for the start of this. His Public Private Finance initiative got loads of costs off the books but burdened public services with obscene service contracts.

They were going on for five years before Brown even took office. Brown, and successive governments merely expanded and continued them. The Tory-led coalition makes an explicit and unavoidable part of funding services in the Health and Social Care act of 2012, thus foisting an ex[ensive and unneccessary layer of management on the NHS.
