They were going on for five years before Brown even took office. Brown, and successive governments merely expanded and continued them. The Tory-led coalition makes an explicit and unavoidable part of funding services in the Health and Social Care act of 2012, thus foisting an ex[ensive and unneccessary layer of management on the NHS. |  |
