Not quite sure how you deduce that the UK government has turned a blind eye to this . Obviously the fact that the Russians made false returns to Company's House is at the heart of this, and this was discovered by the regulatory authorities. The money was laundered through the Estonian branch of a Danish bank.

The UK government has a responsibnility for bank action in the UK where UK law may have been infinrged?
It isn't new is it? It has been bubbling around for some time now.

In the second example, undoubtedly banks operating in the UK were guilty of failure in due diligence which goes back for many years. In your OP I still can't see the point you were trying to make. Thebank in question was the Estonian branch of a Danish bank. This is beyond the remit of the FCA so the UK government could hardly be accused of turning a blind eye.
In my view your attempt to make some political point out of this fails.

It is only a political point because the government of the day don't have the financial sector under control.
Didn't the Danish bank close the accounts because they were being used to lunder money in the UK?
You know the RBS scandal has hit small businesses badly

etc. etc.
& the Boss of the FCA involved in a tax avoidance scheme?
The whole lot needs much closer scrutiny.
