Israel's foreign minister suggests Gazans could be housed on artificial island in the Mediterranean .

The Israeli foreign minister, Israel Katz, has suggested that Palestinians could be housed on an artificial island in the Mediterranean, according to sources at the meeting of EU ministers in Brussels.

It is understood that Katz presented a video on the concept to the 27 EU foreign ministers as an alternative to the two-state solution.

He told them the video referred to a plan made some years ago when he was a transport minister.

The intervention has caused dismay in Brussels where the EU representatives were meeting as part of a mission to lay the ground for a “comprehensive peace plan”.

They also heard from foreign ministers from Egypt, Jordan and Saudi Arabia.

I'm not sure the Guardian has reported that correctly by referring to Gazans living on it, although Katz's idea of an artificial island appears to have been around for some time.

This from 2011.

"Israel is considering building an artificial island with sea and air ports off blockaded Gaza, as a long-term solution to shipping goods into the Hamas-run Palestinian enclave, the transport minister said.
Yisrael Katz told Army Radio on Wednesday he wants an international force to control the island for "at least 100 years" and for unloaded cargo to be brought into Gaza along a 4.5-km (3-mile)-long bridge with a security checkpoint to prevent arms smuggling."

This from 2017.

"Israeli Transportation and Intelligence Minister Yisrael Katz (Likud) released a video on Wednesday promoting his vision for building an artificial island off the coast of the Gaza Strip to provide for the Palestinian enclave’s economic needs while maintaining Israel’s security.
The island, proposed at some 534 hectares (1,320 acres) and at a cost of approximately $5 billion over several years, would include infrastructure to provide Gaza with essential services it currently lacks, including desalination facilities for clean water and an electricity plant, a freight harbor and an area for container storage, which Katz says will help open the Gazan economy to the outside world and a bridge would connect it to Gaza, with one portion acting as a drawbridge. An airport could be considered at a later stage.
Katz has been floating this idea for some years but it recently gained traction after reportedly getting a nod from members of US President Donald Trump’s administration back in April."

And this from the Jerusalem Post report of today's meeting with EU ministers.

"With that, Katz showed the ministers a short video clip reflecting his vision for Israel and the Middle East. The clip depicted two projects Katz has been advancing for several years now, mainly in his capacities as transportation minister and energy minister.
The first is for the establishment of a Middle East railway connecting Israel to Jordan, Saudi Arabia, Bahrain, and the Emirates. The second is for the construction of an artificial island off Gazan shores. Such an island could harbor a maritime port, an airport, a desalination plant, and an industrial zone."

This suggests some rowing back by the Guardian from its story set out in the OP.

Diplomatic sources have expressed bemusement at what some interpreted as the Israel foreign minister’s suggestion that Palestinians could be housed on an artificial island in the Mediterranean as part of the peace solution talks being held by foreign ministers in Brussels today.

They said the video was “largely ignored” by foreign ministers and it was not clear whether Israel Katz meant it would be used to house Palestinians or just a new port facility, which he proposed back in 2017.

Now this is the reason Banksy should have edited his post the moment DJR put him right. However, just like the fake news regarding the bombing of the al-Ahli hospital in Gaza he leaves the misinformation hanging there.
