It won't, necessarily. Tho broad trends may well be the same.

We might see some sort of regional differentiation, as we had last year. Any kind of serious restrictions will mean the Gov't having to pay for stuff and they won't want to add the Treasury's screams of pain to the alarm calls of doctrinaire libertarian backbenchers.
