It cuts both ways though, I think. When the rules were changed so that play would only be immediately stopped for head injuries, there was a massive increase in 'head injuries' that magically resolved themselves once the whistle had been blown. One could argue that the players/clubs ruined it for themselves by abusing the system. For me, some of the farces at the World Cup went to show that football needs independent medical staff carrying out concussion assessments, with the power to compel teams to substitute concussed players.
