It will be put into Tier 3 on the 19th, but seems a bit moot given the lifting of restrictions on the 23rd...

If London isn't put into tier 3 when they are reviewed then the governments won't be able to deny their bias toward the city.

Also, all regions that now have lower numbers than what London did at the end of the month should move to tier 2.

Well, quite. Hard to see any easy way to split the city without people heading just down the road to get pissed either.

I mean casting urban Essex off into it's own reality would be the best solution for everyone really.

Restrictions outside the home don't change on 23rd. While three families can share a table, in one house, for a Christmas meal they can't do the same in a Restaurant.
