Surely it means he won't get sent off for his first offence in the shootout if he's already been cautioned in the game? Surely if he does it twice he can get sent off? Or am I reading that wrong?

That’s my reading of it, but why should a GK get that advantage; for me the yellow in the game is then meaningless.
