Essentially someone who is either severely misguided or a dangerous fraud.

There are some really horrible stories of what these people do, one of the worst is giving bleach to children to "cure" autism. They then use the common defence:

"The HCCC noted that O’Neill frequently told the commission that she did not give clients advice, but merely provided them with information."

Luckily authorities in the UK and US are seeing through it nowadays and rightfully taking action.
