They were press there. On any ministerial visit the press are there. And nobody gets that close to a PM at an official visit these days without their identity being known. Even the hospital staff will have been through a scanner and had to produce their passports.

Then PM Tony Blair visited the company I worked for in the aftermath of 9/11 (we lost 16 staff who were organising a conference in one of the towers). It was a private visit, no press, no publicity, yet he spoke with everyone in the office that day. There was nothing reported (even by ourselves who for the most part were journalists).
