The secret service are more interested in discovering whether there's any intent to harm behind these things. Normally there isn't. In the words of someone who has been in this role in the US:

I think I only ever went in a Little Chef once. My dad used to spend a fair amount of time driving to customers around the country and the Good Pub Guide was his bible. Even now he'll skip motorway services for food and head to a nice little pub he knows.
